2003-2004 Broadcasting and Telecasting Rules and
Regulations
The Executive Committee of
the Indiana High School Athletic Association (IHSAA) has established the
following rules and regulations governing the coverage of athletic contests
conducted under the sponsorship and supervision of the IHSAA.
Please note: Broadcast applications for all sports will
now also be available on line at www.ihsaa.org.
Broadcast/Telecasts of Season
Contests (Excluding IHSAA Tournaments)
Radio
and television stations are invited to originate original broadcasts/telecasts
from regular season athletic events. Arrangements should be made with the
principal of the school hosting the event at least one week in advance by
submitting a written request providing the full names of the announcers and all
sponsors.
1.
Stations
may broadcast or telecast contests provided advance written approval is
obtained and provided all requirements are met. Each agreement requires the
signature of the station manager.
2.
Local
sponsors should be carefully selected and the commercial announcements
carefully supervised as to quantity, time and quality. Alcoholic beverages,
tobacco, lotteries, etc. may not be advertised.
3.
Commercial
announcements should not occupy actual playing time.
4.
Announcers
are encouraged to handle contests with efficiency and without the introduction
of objectionable comments (e.g., criticism of an official, coach, team, player,
school, etc.). Reporting should be fair, impartial and unbiased.
5.
Favorable
and constructive publicity should be given by the station toward contests in
ways and at periods convenient to the station.
6.
The
approving party reserves the right to discontinue or withdraw approval at any
time in the event that previous transmitting is considered to have been in poor
taste.
7.
No
broadcasts or telecasts will be permitted during school hours.
8.
School
stations may be granted permission to broadcast or telecast if space permits.
9.
The
payment of monies, other than rights fees and related expenses, to any person
or organization is prohibited.
10.
Broadcast,
telecast and cablecast rights are granted to an event for one-time use only and
may not be duplicated in any way for resale without written permission from the
IHSAA.
IHSAA-Sponsored Tournaments – Radio
The
Indiana High School Athletic Association welcomes every radio station in the
state to carry live broadcasts from all state tournament events.
1.
Broadcast
applications for all sports should be submitted to
Associated Sports Productions, Inc., 36 South Pennsylvania Street, Suite 190,
Indianapolis, IN 46204; Phone: 317/633-1462, Fax: 317/633-1461.
2.
Live
cut-ins by stations not doing play-by-play will be permitted upon payment of
fees listed.
3.
Credentials
for a play-by-play crew of two persons per station may be obtained. Every
effort will be made to accommodate all requests. However, if space is limited,
those stations from the cities of the participating schools will be given
priority.
4.
There
will be a $25 late charge for each broadcast application postmarked after listed
deadlines.
5.
Please
note that the rules and regulations for radio broadcasts will remain the same
as the previous year. In addition, rights fees for stations not carrying a
IHSAA Championship Network broadcast have not increased for the 2003-2004
school year.
Football, Girls
Basketball, Boys Basketball –
These three sports will each be featured on the IHSAA
Championship Radio Network. Each tournament will be run on an individual,
tournament-by-tournament, basis.

For football, girls basketball and boys basketball, stations
are welcome to broadcast any tournament game. There are two options pertaining
to broadcast fees:
1. Stations can agree to carry a minimum of one
IHSAA Championship Radio Network game and pay no broadcast rights fees
for tournament game(s) from which a station originates its own broadcast (fees
will be waived per tournament).
2. Stations can choose not to carry a
Championship Radio Network game and pay rights fees based on the same fee
structure as in the past (see fee structure on the following page).
For stations that
join the Championship Radio Network, broadcasts will be administered as
follows:
A.
Each
of the three tournaments (football, girls basketball,
boys basketball) will be conducted separately. A station can join the network
for one, two or all three of the tournaments. Broadcast fees will be waived on
a tournament-by-tournament basis. For example, a station can choose to carry a
radio network game for football and girls basketball, but not for boys
basketball. Under this scenario, fees will be waived for football and girls
basketball only and the station will be required to pay broadcast fees for boys
basketball. Joining the network does not exempt a station from paying broadcast
fees for baseball, softball or other tournament events carried.
B.
Each
IHSAA Championship Radio Network feed is free of charge.
C.
Stations
will have the opportunity to earn revenue by selling (18) :30-second spots within
each championship game.
D.
Once
joining the IHSAA Championship Radio Network, a station may choose to carry any
of that specific tournament’s state championship games that it wishes. There
are no restrictions on which Championship Radio Network game(s) a station
carries. A station is welcome to carry as many Championship Radio Network games
it wishes.
E.
If
one (or more) of the high schools listed on a station’s broadcast application advances
to the state finals, the station may originate a broadcast from that state
finals and is not obligated to carry an IHSAA Championship Radio Network
broadcast. Please note: a station must have broadcast live in its entirety, or
broadcast some portion (i.e. live cut-ins) from each of the finalist’s previous
tournament games. Under this scenario, stations will not be charged to
broadcast from the state finals or any previous tournament game that a station
has carried. Stations can also choose to carry a Radio Network feed instead of
originating its own broadcast.
F.
Stations
will be able to pick up each game via the Network Indiana satellite or via a
dial-up line.
G.
WIBC
is the exclusive
H.
Stations
carrying a network game will receive satellite and broadcast information at
least two weeks prior to the state finals event.
I.
Wooden Interview Special – every network affiliate will have
the opportunity to receive, free of charge, a live interview with

Stations that originate a broadcast from the state finals
are asked to have followed a participating state finalist school through each
level of tournament play (to “follow” is defined as broadcasting live in its
entirety or broadcasting any portion, i.e. live cut-ins).
General broadcast
information for all stations:
Pairings Show – Each of the three pairings shows are
available to all stations that agree to pay a $50.00 fee for each show. The pairings shows are scheduled as follows:
Football Pairings Show: Tuesday,
October 7 (
Girls Basketball Pairings Show: Sunday, February 1 (
Boys Basketball Pairings Show: Monday, February 23 (
Stations will have fourteen (14) :30-second spots to sell
locally within the first 1 ˝ hours of each program. After the first 1 ˝ hours,
stations can remain with the network feed, which will focus on analyzing the
Indianapolis area sectionals, or stations can break away from network coverage
to broadcast their own show to discuss their own sectionals with coaches,
players, etc. Stations will be required to carry the first 1 ˝ hours of the
live feed. Stations are encouraged to
sign up for the Championship Radio Network by August 25 so that they can
be included on the “station list” appearing on more than 1,000,000 pairing
sheets to be distributed state wide.
Broadcast fees for the football state tournament are as
follows (stations not carrying a network broadcast):
Sectional fee, week 1 – 2 ˝ X station’s highest 60-second
rate (minimum $30, maximum $180) for each game.
Sectional fee, week 2 – 2 ˝ X station’s highest 60-second
rate (minimum $30, maximum $180) for each game.
Sectional fee, week 3 – 2 ˝ X station’s highest 60-second
rate (minimum $30, maximum $180) for each game.
Regional fee – 3 X station’s highest 60-second rate (minimum
$35, maximum $180) for each game.
Semi-state fee – 3 ˝ X station’s highest 60-second rate
(minimum $40, maximum $180) for each game.
State fee – 4 ˝ X station’s highest 60-second rate (minimum
$60, maximum $180) for each game.
Broadcast fees for the girls basketball state tournament are
as follows (stations not carrying a network broadcast):
Sectional fee – 2 ˝ X station’s highest 60-second rate
(minimum $30, maximum $180).
Regional fee – 3 X station’s highest 60-second rate (minimum
$35, maximum $180).
Semi-state fee – 3 ˝ X station’s highest 60-second rate
(minimum $40, maximum $180).
State fee – 4 ˝ X station’s highest 60-second rate (minimum
$60, maximum $180).
Broadcast fees for the boys basketball state tournament are
as follows (stations not carrying a network broadcast):
Sectional fee – 2 ˝ X station’s highest 60-second rate
(minimum $30, maximum $180).
Regional fee – 3 X station’s highest 60-second rate (minimum
$35, maximum $180).
Semi-state fee – 3 ˝ X station’s highest 60-second rate
(minimum $40, maximum $180).
State fee – 4 ˝ X station’s highest 60-second rate (minimum
$60, maximum $180).
Station’s current rate

show are as follows (for all stations):

broadcasts. Broadcasting procedures remain the same in baseball as in previous
years.

Regional fee – 3 ˝ X station’s highest 60-second rate
(minimum $40, maximum $180).
State fee – 4 ˝ X station’s highest 60-second rate (minimum
$60, maximum $180).
Station’s current rate

Softball – Application/fee payment deadline:
Stations are invited to originate state tournament
broadcasts. Broadcasting procedures remain the same in softball as in previous
years.
Sectional fee – 2 ˝ X station’s highest 60-second rate
(minimum $30, maximum $180).
Regional fee – 3 ˝ X station’s highest 60-second rate
(minimum $40, maximum $180).
State fee – 4 ˝ X station’s highest 60-second rate (minimum
$60, maximum $180).
Station’s current rate
card must be submitted with application.
All other sports – Your station is invited to
originate a broadcast from any athletic tournament event for a fee of $30
(subject to space and availability). Applications must be received at least two
weeks before the event. Broadcasting procedures remain the same in all other
sports as in previous years.
IHSAA-Sponsored
Tournaments – Television/Cable
Broadcast applications and rights fees should be obtained
through Associated Sports Productions, Inc., 36 South Pennsylvania Street,
Suite 190, Indianapolis, IN 46204; Phone: 317/633-1462, Fax: 317/633-1461.
1.
Only
one station, unless room permits, will be approved to originate and/or tape a
telecast at any one tournament. Commercial stations shall have priority.
2. Approved stations may transmit only
at those tournament sites where their home area school(s) are
assigned.
3. Delayed telecasts are not permitted
until one or more hours following the event.
4. Cable television requests for live
telecasts will be handled on an individual event basis. Taping for delays
(other than the state finals) will be permitted upon payment of $200 rights
fees for systems with no more than 75,000 subscribers. For systems with more
than 75,000 subscribers, the fee will be $500. State final requests will be handled on an individual event basis. Also,
the cost of any seats eliminated from sale because of station’s equipment shall
be paid to the tournament principal.
5. Lower power television requests for
live telecasts will be handled on an individual event basis. Taping for delayed
telecasts will be permitted upon payment of rights fees based upon market size;
however, the fee will never be less than $250. State final requests will be
handled on an individual event basis. Also, the cost of any seats eliminated
from sale because of station’s equipment shall be paid to the tournament
principal.
6. Television stations and cable
companies may not reproduce and sell video tapes or DVD’s of tournament games
to the public.
IHSAA-Sponsored
Tournaments – Internet
Broadcast applications for webcasting
should be obtained through Associated Sports Productions, Inc., 36 South
Pennsylvania Street, Suite 190, Indianapolis, IN 46204; Phone: 317/633-1462,
Fax: 317/633-1461.
For all sports, the rate schedule will be as follows:
Sectional - $50; Regional - $50; Semi-State - $75; State - $100. Websites are
also responsible for installation and payment of telephone lines as needed.
Should the IHSAA produce its own webcast, no other
entity will be granted permission.
GENERAL CREDENTIAL INFORMATION
FOR ALL TOURNAMENT GAMES!
Radio/Television/Cable
·
For
all sectional, regional and semi-state level tournaments, a request for
media credentials must be received by the host school principal or athletic
director at least five days in advance of the event. The individual schools will send credentials for these levels, not
Associated Sports or the IHSAA.
·
For
state finals events, credentials are supplied for all tournaments by the
IHSAA. Credentials must be requested through the IHSAA office. Credential
requests should be made in writing on company letterhead to the IHSAA. Contact

·
For
sectional, regional and semi-state level tournaments, a request for media
credentials must be received by the host school principal or athletic director at

state finals events, credentials must be requested through the IHSAA office. Credential
requests should be made in writing on company letterhead to the IHSAA. Contact
Acceptance of working credentials furnished by the Indiana
High School Athletic Association constitutes an agreement by the radio
station/television station/cable system to abide by the following regulations:
1.
Videotape
or film taken at any IHSAA tournament shall be used for the sole purpose of
showing excerpts thereof as a part of a regularly scheduled sports or news
program and for no other reason.
2.
The
station will not lend, give away or sell the film or videotape, in whole or in
part, except only for the purposes herein above specifically set forth and/or
in such cases as the IHSAA requests for use by the Association.
3.
It
is specifically understood and agreed that, in every case where excerpts of any
game or games are used in connection with such television programming described
in “Line 1” above, the action of the game or games shall not exceed a total of
three and one-half (3 ˝) minutes of running time. A station desiring to use more
than 3 ˝ minutes of action for special programs should contact Associated
Sports Productions (317-633-1462) to make prior arrangements.
4.
No
live reports will be permitted during the time an event is being televised live
by a television station or network with exclusive rights to the event.
Radio
·
For
news coverage of sectional, regional and semi-state tournaments, one credential
may be obtained from the host school, space permitting. However, live cut-ins
or reports are not allowed during the time a game is being played unless a fee
is paid. Requests should be made through Associated Sports Productions by the
same dates as those for play-by-play requests.
·
For
news coverage of state finals events, one credential may be obtained space
permitting for stations that are not originating a broadcast. Credential
requests should be made in writing on company letterhead to the IHSAA. Contact
