MINUTES
The minutes of the November 6, 2009 meeting were presented for approval.  A motion to approve the minutes as amended was made by Tim Grove; seconded by Jed Jerrels; motion passed 17-0.

CERTIFY THE 2009 BOARD OF DIRECTORS ELECTION RESULTS
Commissioner Ress presented the results of the Board of Directors elections that were conducted between December 1-10, 2009, for certification.

A motion to certify election results was made by Jim Diagostino; seconded by Steve Cox; motion passed 17-0.

APPROVE AMMENDMENT TO IHSAA EMPLOYEES PENSION AND INVESTMENT PLAN
Commissioner Ress presented an amendment to the IHSAA Employees Pension and Investment Plan.  A motion to approve the recommendation was made by Phil DeLong; seconded by Geoff Penrod; motion approved 17-0.

HOLIDAY BONUS FOR SUPPORT STAFF
Commissioner Ress requested that members of the support staff receive a holiday bonus as they have in recent years.  Nancy Alspaugh made a motion that members of the support staff receive holiday bonuses; Phil Ford seconded the motion; motion passed 17-0.

APPOINT SCREENING COMMITTEE FOR IHSAA C. EUGENE CATO MEMORIAL SCHOLARSHIP APPLICATIONS
Commissioner Ress asked the Executive Committee to establish a screening committee for the 2010 IHSAA C. Eugene Cato Memorial Scholarship.  Steve Cox , Nathan Dean, Jim Diagostino, Tim Grove, Jed Jerrels, and Joe Santa, will serve on the committee.

2009-10 GIRLS BASKETBALL TOURNAMENT OFFICIALS
Assistant Commissioner Wynns presented a list of basketball officials who have applied to work the 2009-10 Girls Basketball Tournament Series.  Of the 430 officials who applied, the IHSAA will choose 384 to work the tournament series.

REPORT ON BOYS BASKETBALL CENTENNIAL TOURNAMENT CELEBRATION
Communications Director Chris Kaufman presented information pertaining to the celebration of 100 years of Hoosier Hysteria.  Approximately 300 schools have requested decals for their floor.  A press conference at the Indiana State House with Governor Mitch Daniels and Mayor Greg Ballard has been scheduled for December 18th, kicking off the celebration.  The 100 years in 100 days celebration will be kicked off with a Mobile Memorabilia Tour.  A web site is available (100yearsin100days.net), complete with written prose, photographs and videos.  A parade has been organized on March 27th, between sessions of the IHSAA Boys Basketball State Championships, in downtown Indianapolis  

IHSAA SPORTSMANSHIP AWARD
Assistant Commissioner Wynns reported that the IHSAA will recognize Sandra Walter as the recipient of the IHSAA Sportsmanship Award, which will be held in February at the Downtown Indianapolis Marriott as part of the NFHS Girls and Women in Sports Day luncheon. 

BASEBALL COACHES PRESENTATION
Bill Jones, Executive Director, and Al Rabe, IHSBCA President, presented recommendations concerning IHSAA baseball sectional bracketing.

TRANSFERS
Assistant Commissioner Gardner reported on the transfers that have been ruled on for the 2009-10 school year.  This report included the following actions as of November 30 2009:

SPORTSMANSHIP
Assistant Commissioner Wynns updated the Executive Committee on the unsportsmanlike conduct reports that have been submitted.  As of December 15, 2009, there have been 396 reports filed.  This figure shows a decrease over last year’s numbers. 

FINANCIAL REPORTS
The following reports were presented regarding the financial status of sports conducted during the fall sports season.
1.    Boys Tennis is a non-revenue generating sport.  The cost of the Boys Tennis Tournament Series showed an increase of expenditures from last year. 
2.    The Boys and Girls Cross Country Tournament Series expenses showed a slight increase in expenditures.    
3.    The Boys and Girls Soccer tournament attendance decreased, primarily due to inclement weather, as is reflected in the decrease of net revenue.
4.    The Girls Golf tournament series produces little income.  The costs were significantly higher than last year.
5.    The Volleyball tournament series net revenue showed a decrease in attendance at the sectional and regional, but an increase at the state level of the tournament.

LITIGATION
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

PENALTIES ASSESSED
Bremen High School – (Boys’ basketball coach allowed a group of alumni practice with the team)
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c.
The Bremen High School boys’ basketball program is issued a warning. 
Coach Kyle Hanyzewski is severely reprimanded for allowing this violation to occur. 

Cloverdale High School – (Boys’ cross country athlete participated without completed physical form being turned in)
Commissioner Ress reported the following action as a result of a violation of Rule 3-10.
1.     The Cloverdale High School boys’ cross country program is issued a warning. 
2.     Coach Katie McLaughlin is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, the meet scores shall be recalculated after forfeiting the finishing place of the ineligible runner and all schools against whom this ineligible athlete participated shall be notified of this violation and the recalculated meet scores. 

Ft. Wayne South Side High School – (Boys’ swimmer participated without completed physical form being turned in)
Commissioner Ress reported the following action as a result of a violation of Rule 3-10.
1.     The Fort Wayne South Side High School boys’ swimming & diving program is issued a warning. 
2.     Coach Becky Case is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, the meet score shall be recalculated after forfeiting the points earned by the ineligible swimmer and DeKalb and Fort Wayne Canterbury shall be notified of this violation and the recalculated meet scores.

Ft. Wayne Wayne High School – (Academically ineligible wrestler participated in two varsity matches)
Commissioner Ress reported the following action as a result of a violation of Rule 18-1.
1.     The Fort Wayne Wayne High School wrestling program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the matches he competed in shall be forfeited and the meet scores recalculated. 

Kouts High School – (Volleyball player participated several junior varsity and varsity matches without transfer being approved)
Commissioner Ress reported the following action as a result of a violation of Rule 19-3.
1.     The Kouts High School volleyball program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     The schools against whom this ineligible student athlete participated shall be notified of this rule violation and if Kouts High School was victorious, the match shall be forfeited.

Lake Central High School – (Eight baseball players participated on same non-school team during the school year out-of-season)
Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.
1.     The Lake Central High School baseball program is issued a warning. 
2.     The student athletes involved in this violation shall be suspended from participation in four baseball game at the start of the 2010 baseball season.  It is the school’s prerogative to stagger these suspensions over the first eight games of the season. 

Lawrence Central High School – (Two girls’ swimmers participated in non-school sponsored event without waiver)
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1c.
1.     The Lawrence Central High School girls’ swimming & diving program is issued a warning. 
2.     The student athletes who participated in this non-school tournament shall be suspended from participation in two swimming and diving meets. 

North Montgomery High School – (Academically ineligible girls’ diver participated in four varsity meets)
Commissioner Ress reported the following action as a result of a violation of Rule 18-1.
1.     The North Montgomery High School girls’ swimming and diving program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the meet scores shall be recalculated after removing the ineligible athlete’s scores from the official results. 

Oak Hill High School – (Wrestler participated in a varsity match without ten separate days of practice)
Commissioner Ress reported the following action as a result of a violation of Rule 50-1.
1.     The Oak Hill High School wrestling program is issued a warning. 
2.     Coach Andrew King is reprimanded for allowing this violation to occur.  Ignorance is not an acceptable explanation for a rules violation.
3.     In accordance with Rule 3-9, Frankton High School shall be notified of this rule violation, and the match the ineligible student athlete participated in shall be forfeited and the team scores recalculated. 

Silver Creek High School – (Girls’ basketball player was not removed after playing five quarters in junior varsity and varsity doubleheader)
Commissioner Ress reported the following action as a result of a violation of Rule 102-3c(2).
1.     The Silver Creek High School girls’ basketball program is issued a warning. 
2.     Coach Ryan Apple is reprimanded for allowing this violation to occur.

Tri High School – (Wrestler participated in an invitational meet without ten separate days of practice)
Commissioner Ress reported the following action as a result of a violation of Rule 50-1.
1.     The Tri High School wrestling program is issued a warning. 
2.     Coach Jerry Ingalls is severely reprimanded for knowingly allowing this violation to occur.  This is a health and safety rule for the student athletes that should never be breached.
3.     In accordance with Rule 3-9, the schools against whom this ineligible student participated shall be notified of this rule violation, and any match that he won shall be forfeited and the team score recalculated for that match. 

Tri-Central High School – (Assistant boys’ basketball coach allowed varsity players to workout in gymnasium on Sunday)
Commissioner Ress reported the following action as a result of a violation of Rule 9-13.
1.     The Tri-Central High School boys’ basketball program is issued a warning.
2.     Coach Dusty Driggs is reprimanded for allowing this violation to occur. 
3.     The IHSAA accepts and supports as an appropriate penalty, the two game suspension of Coach Driggs.
4.     Due to the suspension of the coach involved in this violation, the student athletes will not be suspended.

West Central High School – (Girls’ basketball player exceeded five quarter limit in junior varsity and varsity doubleheader)
Commissioner Ress reported the following action as a result of a violation of Rule 102-3c(2).
1.     The West Central High School girls’ basketball program is issued a warning. 
2.     Coach Gina Hierlmeier is reprimanded for allowing this violation to occur. 
3.     All six quarters shall count against the maximum number of quarters allowed for the student athlete involved in this violation.

A motion to adjourn the December meeting of the IHSAA Executive Committee was made by Robert Faulkens; seconded by Jim Diagostino; motion passed 17-0.  The next meeting of the Executive Committee will be at IHSAA headquarters at 8:30 a.m. on Thursday, January 21, 2010.
