2010 SOFTBALL TOURNAMENT SERIES
Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 2010 Softball Tournament Series.  The pitching plate shall be moved to 43’ during the 2009-10 season, for all levels of softball.  The following recommendations were made for host sites:
Sectionals 

Sectional tournament play will take place the week of May 24, 2010.  All sectional championships should be completed by Saturday, May 29, 2010.  Some sectional sites have been renumbered in order to accommodate geographical considerations when sectional winners play one another at the regional level. Class A has been returned to the original four class alignment, as there are currently enough schools to field four team sectionals.

APPROVAL FOR EXECUTIVE STAFF AND BOARD MEMBERS TO ATTEND NFHS SUMMER CONFERENCE Commissioner Ress requested permission for the executive staff and the Board of Directors to attend the annual meeting of the National Federation of State High School Associations, July 7 – 10, 2010.  A motion to approve this request was made by Nancy Alspaugh; seconded by Pam Noble; motion passed 17-0.  

TELEVISION CONTRACT
Commissioner Ress reported on the progress of the television contract. 

SOCCER COACHES PROPOSALS
Rollie Clements, Carroll (Fort Wayne) High School and Greg Mauch, Fort Wayne Canterbury High School, presented the following proposals on behalf of the Indiana Soccer Coaches Associations:

  1. Beginning with the start of the IHSAA soccer tournament series, the player and coach accumulation totals to zero.  Throughout the course of tournament play, players/coaches who accumulate two cautions as defined in the regular season policy would be required to serve a one game suspension.  Any additional cautions beyond that point will also result in a one game suspension.
  2. Change the restriction of the number of coaches allowed on the bench.  A minimum of fifteen minutes prior to the beginning of the match the head coach must present to the referee and opposing coach a list of all bench personnel.  The list must indicate the 25 players dressed and eligible to participate in the match as well as all coaches, non-participating players, managers, trainers, statisticians or anyone else authorized to be in the bench area.
  3. Establish two classes for the boys and girls soccer tournament series in 2010-11. Action will be taken at the March Executive Committee meeting on proposals one and two.  Proposal three will be placed on the agenda for the annual meeting in May, since it requires a By-Law change.

SPORTSMANSHIP
Assistant Commissioner Wynns reported on the unsporting behavior conduct reports that the Association has received as of February 17, 2010.  To date, the Association has received 581 unsporting behavior reports, as compared to 625 reports received at this time last year.  IHSAA Executive Committee members reviewed dates for upcoming sportsmanship banner presentations. 

LITIGATION REPORT
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

STUDENT LEADERSHIP CONFERENCE
Assistant Commissioner Searcy presented preliminary plans for the 2010 IHSAA Student Leadership Conference scheduled for June 22, 2010, at Pike High School. Information will be disseminated to the membership in March.

2009-10 IHSAA DISTINGUISHED MEDIA AWARD WINNER FOR DISTRICT II
A key behind-the-scenes figure in central Indiana high school sports for more than two decades, Dennis Kasey of WHMB TV-40, has been named this year’s IHSAA Distinguished Media Service Award recipient for District II.  Kasey currently serves as Sports Director for WHMB TV-40 in Indianapolis, a part of the LeSea Broadcasting Corporation, and works as Executive Producer and Producer on all local sporting events including high school football and basketball games.  Kasey began producing the station’s popular "High School Game of the Week" in December of 1989 with a matchup of Brebeuf and Lawrence North, which featured future NBA players Alan Henderson and Eric Montross. Since that initial contest, WHMB and Kasey have produced over 1,500 high school sporting events including 80 IHSAA state championship games.

PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:

Brebeuf Jesuit Preparatory School
Commissioner Ress reported the following action as a result of a violation of Rule 15-2.6 (Baseball coaches conducted open facility sessions away from school facilities)
1.  The Brebeuf Jesuit Preparatory High School baseball program is issued a warning.
2.  Coach John Zangrilli is reprimanded for causing this violation to occur.

Chesterton High School
Commissioner Ress reported the following action as a result of a violation of Rule 60-6 (Wrestler in violation of the weight management program; coach suspended)
1.     The Chesterton High School wrestling program is issued a warning.
2.     Coach Chris Joll is severely reprimanded for allowing this violation to occur.  A wrestling coach’s responsibilities includes administering the weight management program
3.     In accordance with Rule 16-3 of the IHSAA By-Laws, Chesterton High School has recommended Chris Joll be suspended from coaching for the remainder of the 2009-10 wrestling season in lieu of the student athlete being declared ineligible. The IHSAA accepts and supports the suspension of Coach Joll as an appropriate response to this violation.  The student athlete may continue to compete in the IHSAA Wrestling Tournament Series.

Columbus North High School
Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Wrestler participated in a junior varsity meet without completed physical form being turned in)
1.     The Columbus North High School wrestling program is issued a warning.
2.     Coach Carl Hildinger is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, the school against which this ineligible athlete competed shall be notified of this rule violation, and the meet score shall be recalculated after forfeiting the ineligible wrestler’s match.

Culver Community High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible wrestler participated in two wrestling meets)
1.    The Culver Community High School wrestling program is issued a warning.
2.    The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this ineligible wrestler participated shall be notified of this violation.  The matches he participated in shall be forfeited and the team score recalculated.

Elkhart Central High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ swimmer participated in a varsity & a junior varsity meet)
1.     The Elkhart Central High School boys’ swimming & diving program is issued a warning
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this ineligible swimmer participated shall be notified of this violation.  His place in the events he participated in shall be forfeited and the team scores recalculated. 

Elkhart Memorial High School
Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Boys’ basketball players have been working out and receiving instruction, as a group, on Sundays from parents & community adults)
1.     The Elkhart Memorial High School boys’ basketball program is issued a warning. 
2.     Both the adults and players involved in these activities shall be advised that this practice must be discontinued immediately.  Any future, similar incidents will result in more serious penalties including probation and player suspensions.

Fort Wayne Elmhurst High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1.d (Girls’ swimmer from another school was allowed to practice with Elmhurst team)
1.     The Fort Wayne Elmhurst High School girls’ swimming & diving program is issued a warning. 
2.     Coach Katherine Honig is reprimanded for allowing this violation to occur. 

Fort Wayne Snider High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1d (Girls’ swimmer practiced with another school’s team)
1.     The Fort Wayne Snider High School girls’ swimming & diving program is issued a warning. 
2.     Procedures shall put in place to prevent similar incidents, which would results in suspensions, from happening in the future.

Lake Central High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2 (Boys’ basketball player participated in an intramural game during the contest season)
1.     The Lake Central High School boys’ basketball program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended for two varsity games.

Lakeland High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1(Academically ineligible wrestler participated in two junior varsity meets)
1.     The Lakeland High School wrestling program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the matches he competed in shall be forfeited and the meet scores recalculated.

Michigan City High School
Commissioner Ress reported the following action as a result of a violation of Rule 60-2 (Five wrestlers exceeded the maximum nunber of meets/weigh-ins allowed in a season)
1.     The Michigan City High School wrestling program is issued a warning. 
2.     Coach Tom Vasbinder is severely reprimanded for allowing this violation to occur. 
3.     The IHSAA accepts the suspension of five student athletes involved in this violation from participation in the IHSAA Wrestling Sectional as an appropriate response for this violation.  

Mishawaka High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible diver participated in five meets)
1.     The Mishawaka High School boys’ swimming & diving program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this ineligible diver participated shall be notified of this violation.  The places he earned shall be forfeited and the team scores recalculated.

Mt. Vernon High School
Commissioner Ress reported the following action as a result of a violation of Rule 60-6 (Wrestler in violation of the weight management program; coach suspended)
1.     The Mount Vernon High School wrestling program is issued a warning. 
2.     Coach Todd Gilpin is severely reprimanded for allowing this violation to occur.  A wrestling coach’s responsibilities includes administering the weight management program
3.     The IHSAA accepts and supports the suspension of Coach Gilpin from the Big Eight Conference Meet on January 23rd as an appropriate response for this violation.  Due to the suspension of coach Gilpin, the student athlete will not be penalized.

Noblesville High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1d (Swimmer not enrolled practicing with swimming & diving team)
1.     The Noblesville High School swimming & diving program is issued a warning. 
2.     Coach Rich Wolfred is reprimanded for allowing this violation to occur.

South Adams High School
Commissioner Ress reported the following action as a result of a violation of Rule 102-3c(2) (Girls’ basketball player exceeded five quarter limit in Junior varsity and varsity doubleheader)
1.     The South Adams High School girls’ basketball program is issued a warning.   
2.     Coach Kip Jones is reprimanded for allowing this violation to occur.  
3.     All six quarters shall count against the maximum number of quarters allowed for the student athlete involved in this violation.

South Bend Washington High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys swimmer participated in two varsity meets)
1.     The South Bend Washington High School boys’ swimming & diving program is issued a warning.
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     Coach Josh Kytta is reprimanded for allowing this violation to occur.
4.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this ineligible swimmer participated shall be notified of this violation.  His place in the events he participated in shall be forfeited and the team scores recalculated. 

Tipton High School
Commissioner Ress reported the following action as a result of a sectional entry violation (Wrestler participated in sectional without being on official entry list)
1.     The Tipton High School wrestling program is issued a warning.   
2.     Coach Cal Warner is reprimanded for allowing this violation to occur. 
3.     In accordance with Rule 3-9, the sectional host (Hamilton Heights HS) has been notified that the team scores shall be recalculated after removing this ineligible wrestler from the official results.

Triton Central High School
Commissioner Ress reported the following action as a result of a violation of Rule 5-2 (Softball coaches gave cash gift cards to players in 2007-08)
1.     The Triton Central High School softball program is issued a warning. 
2.     The softball coaches are reprimanded for causing this violation.
