IHSAA BOARD TO CONSIDER 17 PROPOSALS AT MAY 1 MEETING

The IHSAA Board of Directors will conduct its annual meeting at 8 a.m. EDT / 7 a.m. CDT on Monday, May 1, at the IHSAA Office, 9150 North Meridian St., Indianapolis.  The 17-person board, with Nancy Alspaugh presiding as President, will consider an agenda that includes 17 proposals to amend the current IHSAA by-laws.

 

Following the conclusion of the Board of Directors meeting, the monthly meeting of the IHSAA Executive Committee will be conducted. Commissioner Blake Ress and members of the board will be available for media interviews for a limited time in between the two sessions while the commissioner also will be available during the afternoon after completion of the committee gathering. News media will not be allowed in the room during the meetings.

 

Results from the board meeting will be posted to the IHSAA website that afternoon.

 

A copy of the agenda that is before the board is available in PDF from the IHSAA website. A copy of the current by-laws also is available in PDF. Proposals on the agenda are considered in the order that the rule appears within the current by-laws.

 

As outlined in the IHSAA by-laws, any member school principal, any member of the Board of Directors or the Commissioner may make a proposal for an amendment as long as it is presented to the IHSAA Office prior to March 1. The board has four options on each proposal: affirm, deny, table or amend.

 

IHSAA BOARD OF DIRECTORS MEETING

When: Monday, May 1, 2006, 8 a.m. EDT / 7 a.m. CDT.

Where: IHSAA Office, 9150 N. Meridian Street, Indianapolis.

Purpose: Annual review of the current IHSAA by-laws that regulate Indiana high school athletics.

 

Significant proposals on the Board of Directors agenda include:

·         Creating a one-time initiation fee for new member schools and requiring new schools to provide at least one IHSAA sponsored sport for each gender during each sports season.

·         Creating one additional seat on the Board of Directors to be filled by a qualified private school representative.

·         Changing the enrollment certification date from the fall to May 15 for classification purposes.

·         Adding various multipliers to school enrollment figures based on the percentage of students who are on free or reduced lunches for classification purposes.

·         Adding a 1.5 multiplier to the enrollment figures of non-public schools for classification purposes.

·         Returning football to a two-year classification cycle from the current four-year cycle (Prior to 2003-04, all sports were re-classified every two years).

·         Altering the criteria required of non-teaching head coaches in basketball and football who must obtain a waiver in order to coach beyond one year.

·         Create an appeals process to the commissioner to overturn an official’s decision when a player is ejected or disqualified from a final regular season contest or during a post-season tournament series.

·         Allow an opportunity for officials to consult among themselves along with a rule book when a coach feels a playing rule is being improperly enforced during a contest.

·         Enact a rule that would prevent a coach from putting together a team with an unlimited number of freshmen to compete a season or two before the official season for that sport.

·         Moving the starting date of the boys soccer contests from Monday, Week 7 to Saturday, Week 6.

·         Allow one additional regular season contest to soccer teams which do not participate in either a controlled scrimmage or jamboree.

·         In soccer, suspend players or coaches for the next scheduled contest who receive a total of five cautions in one season.

 

Significant items on the Executive Committee agenda include:

·         Annual review of gymnastics status as an IHSAA-sponsored sport.

·         Discussion and action on proposals from the Indiana Basketball Coaches Association.

 

ABOUT THE BOARD OF DIRECTORS

The Board of Directors is comprised of 18 seats though one seat is currently vacant (North District, Minority). Twelve board seats are filled by any qualified individual (open seats) from each of the three legislative districts, and six board seats are filled by two qualified female representatives, two qualified minorities and two qualified urban school representatives from the northern and southern districts.

 

All elective terms are for three years, beginning on July 1 following election, or for the remainder of an unexpired term in case of a vacancy. All directors must be administrators or full-time teachers of grade 9 or above from a member school in good standing or central office administrators.

 

It is the duty of the board to establish the rules and by-laws of the Association.

 

Under the provision of the IHSAA by-laws, the Board of Directors meets annually on Monday of Week 44 of the IHSAA calendar. Special meetings may be called as needed.
