IHSAA BOARD AMENDS RULE FOR NON-TEACHING FOOTBALL, BASKETBALL COACHES

The IHSAA Board of Directors amended a proposal affecting non-teaching coaches in basketball and football during the June meeting of the Executive Committee in Indianapolis earlier today.

 

The Board passed, by a 16-0 vote, an amendment to Rule 7-1.4 of the IHSAA By-Laws requiring these individuals to complete two IHSAA-approved coaching courses to gain a five-year extension to a first-year waiver. Following the five-year extension, the commissioner may extend it for an additional five years if the individual has successfully completed at least six hours of college credit in IHSAA-approved education courses.

 

With bold face type indicating new wording below, Rule 7-1.4 now reads:

 

Schools must maintain an accurate record of all non-teaching coaches.  Approval from the IHSAA is not needed except in the case of basketball or football head coaches who do not hold a valid Indiana teaching license. 

  1. In compelling, emergency cases, the Commissioner may approve a request from a school for a waiver for a basketball head coach or a football head coach for a period not to exceed one year. 
  2. The Commissioner may approve a request by a school for a five (5) year extension of the waiver for a basketball head coach or a football head coach, provided the Commissioner has been provided proof that the coach, during the original waiver period, has successfully completed two (2) IHSAA approved coaching courses.
  3. The Commissioner may approve requests for additional five (5) year extensions of a waiver for a basketball head coach or a football head coach, provided the Commissioner has been provided proof that the coach, during the prior waiver period, has successfully completed at least six (6) hours of college credit in IHSAA approved education courses. 

(Head girls basketball coaches who were hired prior to July 1, 2000 shall not be affected by this rule.)

 

The original proposal, made by Jay County Principal Wood Barrick, had outlined specific criteria to be met in order for non-teaching coaches in those sports to qualify for a waiver. The measure had been tabled for further discussion by the Board during its annual meeting on May 1.

 

“The Board continues to feel that educational requirements need to be in place in order for an unlicensed football or basketball coach to receive a waiver,” stated IHSAA Commissioner Blake Ress.

 

The new rule, along with other by-laws, goes into effect July 1, 2006.

 

In other significant action by the Executive Committee:

 

  • Initial plans for each of the 2006-07 fall state tournament series were approved.

 

  • Mandated the attendance of coaches and officials to attend scheduled IHSAA rules interpretation meetings in their sport or face penalty.

 

  • Accepted, with regret, the resignation of Board member Roger Weaver, who is retiring as Principal and Athletic Director at White River Valley.

 

  • Approved the schedule of the 2006 Fall Area Principal Meetings:
