TWELVE ITEMS APPROVED BY IHSAA BOARD OF DIRECTORS

Twelve proposals passed and three defeated as the IHSAA Board of Directors met in its annual review of the Association’s by-laws in Indianapolis today.

 

Most noteworthy among the 15 items voted upon by the Board was the passage of a measure allowing schools to play one varsity football game in a five-day period, excluding Sunday. The rule would allow schools to move a varsity football game to Monday when inclement weather forces postponement on both Friday and Saturday. Both schools involved would have to move its succeeding week’s game to Saturday, however. The item was approved unanimously, 14-0. Previously, the rule only allowed schools to play one varsity game in a calendar week defined as Monday through Saturday.

 

A proposal requiring any legal action brought against the IHSAA by a member school, its administration, faculty and students must be filed in Marion County was approved, 14-0. The Association office is located in Marion County.

 

Also approved by the same voting margin was a modification of the open facility rule, which will limit those programs to three times per week and more frequently within a month of the date of that sport’s first official practice.

 

The Board of Directors is currently comprised of 18 seats though one seat, filled by a minority representative from the northern district, is currently vacant. The Board has four options on each proposal: affirm, deny, table or amend. A simple majority is necessary to act on any measure. Items passed during the meeting go into effect July 1, 2007.

In other significant action by the Board of Directors:

 

  • A clarification of the definition of “School Year Out-of-Season” to read, “For each sport, that period of time between Monday of Week 5 and Monday of Week 49 or the last day of the school year, including vacations, that is outside the contest season.” (Approved 14-0)

 

  • Further clarification on Article III, Section 2, stating that in order to become a full member, a school must have previously provided at least one team in an IHSAA sponsored sport for each gender during each sports season. (Approved 14-0)

 

  • Prior to participation in a practice or contest, it is imperative that documents be on file in the principal’s office that verify (1) the student’s physical condition is conducive to participate in athletics and (2) that the student and parents/guardians acknowledge the dangers involved in athletics participation and release the IHSAA and its member schools from liability. (Approved 14-0)

 

  • Add language to Rule 15-2.2 that would not permit any freshman to be instructed by a member school coaching staff at a camp during the school year out-of-season. (Approved 14-0)

 

  • Create a separate moratorium week for boys and girls swimming starting on Monday of Week 50 on the IHSAA calendar. (Defeated 14-0)

 

  • Add language to Rule 17-8.4 regarding whether a transfer was motivated, in part but not primarily, by athletic reasons. (Approved 14-0)

 

  • Modify the transfer option in Rules 19-5.1 and 19-6.3 regarding obtaining eligibility in a third school district after transferring from one district to another. (Approved 11-3)

 

  • Add a rule allowing players to participate in a maximum of five quarters combined if junior varsity and varsity basketball games are played on successive days. (Defeated 8-7)

 

  • In golf, allow three possible days of practice prior to the date of the first authorized season contest, but that any individual would only be required to attend two of the three practices in order to compete in the first scheduled meet. (Defeated 14-0)

 

The elections for next year’s leadership of the Board and Executive Committee also were held. Columbia City Athletic Director Geoff Penrod was voted Board President for 2007-08 and Castle Principal Phil DeLong was selected as Vice President. Boonville Principal Mike Whitten was named Chairman of the 2007-08 Executive Committee and South Adams Assistant Athletic Director Herb Resler was confirmed as Vice Chairman.

 

Following the meeting of the Board, the IHSAA Executive Committee conducted its monthly meeting in which it made its annual review of gymnastics as a sponsored sport and ruled on three proposals.

 

In gymnastics, given less than 25 percent of the membership sponsors the sport, its status is reviewed annually at this time. After brief discussion and the fact that largely the same number of schools continue to offer the sport, the committee voted unanimously to retain sponsorship.

 

A proposal to amend the inquiry process in gymnastics was rejected, 15-0, because it was an issue with the Gymnastics Rule Book published by the National Federation of State High School Associations.

 

A proposal that called for only “certified officials” to be used in judging diving at the state meet effective in 2008-09 was approved, 15-0.

 

In wrestling, a proposal from the state coaches association that would add wrestlebacks to the regional and semi-state level of the Individual State Tournament was defeated, 15-0.

 

 

About the Board of Directors

The IHSAA is governed by its legislative body, the Board of Directors. Composed of 18 individuals (1 seat is currently vacant) elected by member school principals from three legislative districts, they serve staggered three-year terms. Twelve board seats are filled by any qualified individual (open seats), and six board seats are filled by two qualified female representatives, two qualified minority representatives and two qualified urban school representatives. The Board of Directors meets annually with the responsibility of establishing the Association’s By-Laws and regulations.

INDIANA PLAYERS SELECTED IN NFL DRAFT

Eleven players with Indiana connections, including three that prepped in our state, were selected during last weekend’s NFL Draft.

 

Purdue’s Anthony Spencer, a native of Fort Wayne, was a first round selection of the Dallas Cowboys, while James Marten of Indianapolis was a third round pick (Dallas Cowboys) and Mike Otto of Kokomo was a seventh round choice (Tennessee Titans).

 

Spencer played on Bishop Luers’ 2A state championship team in 2001 and its runner-up team in 2000. In the 2001 title game, he registered a third quarter touchdown and finished with 61 yards on seven carries and five tackles.

 

Marten graduated from Brebeuf Jesuit before playing at Boston College and Otto played at Maconaquah and Purdue.

After 16 years as head basketball coach at Hamilton Heights, Bill Bowen resigned his position. Bowen led the Huskies to 10 winning seasons, two holiday tournament championships, and one sectional championship during his tenure at the school.

 

After 14 years of service as the athletic director/teacher at Triton Jr./Sr. High School, Mike Bryon will retire at the end of the school year. Prior to his current stint, he served as a teacher and coach for 13 years at Peru. Triton’s new athletic director will be 1999 Triton graduate Mason McIntyre.

 

Ryan Gallogly has been named football coach at Brebeuf Jesuit. Gallogly was 30-16 in four years at Lafayette Central Catholic, including a sectional championship in 2005.

 

On Saturday, April 28, the Center Grove baseball team defeated Terre Haute North twice to give head coach Dave Gandolph his 599th and 600th wins in his high school career.  This moves him into 10th place on the All Time Indiana High School Coaching List.

 

Concord High School has hired Tom Johnson as its head boys swimming coach. Johnson is a graduate of South Bend Riley and Notre Dame. While at a student at Riley, Johnson was a member of one of the Wildcats’ state championship teams. Johnson has coached swimming for 27 years, including head assignments at South Bend Washington and South Bend Clay.

 

Ninth year Evansville Memorial softball coach Bob McFall recorded his 200th career win Friday, April 20, with a 5-1 victory over Evansville Reitz.

 

Craig Shaeffer has resigned as the Girls Basketball Coach at West Lafayette High School.  His record was 68-25 in four years.

 

Bloomfield’s Jessica Trout finished her girls basketball career with 1,142 points, good for sixth on the school’s all-time girls scoring list.
