IHSAA BOARD, EXECUTIVE COMMITTEE RULINGS MADE

Nine proposals were approved and four defeated as the IHSAA Board of Directors met in its annual review of the Association’s By-Laws in Indianapolis today.

 

Among the most noteworthy decisions among the 13 items voted upon by the Board were:

 

  • For athletic directors and activities directors with oversight for athletics, any individual hired for 2008-09 or beyond must successfully complete a specified organization and administration class prior to being employed for a second year. The proposal was approved 15-1. The specific classes are offered by the Indiana Interscholastic Athletic Administrators Association (IIAAA) and the National Interscholastic Athletic Administrators Association (NIAAA).

 

  • The Committee unanimously turned down a proposal submitted on behalf of the Indiana Soccer Coaches Association allowing soccer teams an additional regular season contest if they choose not to compete in a controlled scrimmage or jamboree at the start of the season. An additional proposal from the coaches association was withdrawn after it had been approved at last month’s Executive Committee meeting. It called for any player or coach who receives five unsportsmanlike yellow cards in a season to be suspended and not play in the next regularly scheduled contest, including post-season tournament action.

 

  • In an attempt to clarify a current rule on how many additional quarters a basketball player may participate above the set number of four quarters per game, the group amended and then approved 15-0 a re-wording of rules 52-3 and 102-3. It allows a player to participate in a maximum of five quarters in a junior varsity and varsity contest that are played on successive days as if they were played on the same day.

 

  • The Committee voted 15-0 that member schools be required to maintain at least one team in an IHSAA sponsored sport for each gender during each sports season.

 

  • The group unanimously defeated a proposal that would not allow a dual-sport student-athlete ejected and suspended in one sport to participate in a second sport until the suspension is served.

 

  • Defeated by a 12-3 margin was a proposal to limit transfers from gaining athletic eligibility to those within the public school district serving the student’s residence or a contiguous district to that same public school district.

 

  • The elections for next year’s leadership of the Board and Executive Committee also were held. Merrillville Athletic Director Janis Qualizza was voted Board President for 2008-09 and Manchester Principal Nancy Alspaugh was selected as Vice President. Phil Hoskins, principal at Fairfield, was named Chairman of the 2008-09 Executive Committee and Phil DeLong, principal at Castle was confirmed as Vice Chairman.

 

The Board of Directors is currently comprised of 19 seats though one seat, filled by a Class 3A representative in District I, is currently vacant. The Board has four options on each proposal: affirm, deny, table or amend. A simple majority is necessary to act on any measure. All items passed during the meeting go into effect July 1, 2008.

Following the meeting of the Board, the IHSAA Executive Committee conducted its monthly meeting in which it approved a new assistant commissioner, made an alteration to the six-team bracket in boys and girls basketball and made its annual review of gymnastics as a sponsored sport.

 

  • Wes-Del Principal Phil Gardner was approved as the Association’s next assistant commissioner. Gardner, a long-time member of the IHSAA Board of Directors, will take over for retiring Associate Commissioner Ray Craft beginning July 1.  News release

 

  • A change to the six-team bracket in sectional basketball tournaments was one of the proposals made by the Indiana Basketball Coaches Association. The Committee approved by a 15-1 margin the request to pit each of the two bye teams against a winning team from the previous round. Previously, the bye teams played each other in the second semifinal game. The measure will go into effect with next season’s basketball tournaments.

 

  • Changes to the five, seven and nine-team basketball brackets as well a proposal to move the sectional draw date to a week earlier were each defeated by the Committee, 15-1 and 16-0, respectively.

 

  • In gymnastics, given less than 25 percent of the membership sponsors the sport, its status is reviewed annually at this time. After brief discussion and the fact that largely the same number of schools continue to offer the sport and participation has seemingly stabilized in recent years, the committee voted unanimously to retain sponsorship.

 

About the Board of Directors

The IHSAA is governed by its legislative body, the Board of Directors. Composed of 19 individuals (1 seat is currently vacant) elected by member school principals from three legislative districts, they serve staggered three-year terms. Twelve board seats are filled by any qualified individual (open seats), and seven board seats are filled by two qualified female representatives, two qualified minority representatives, two qualified urban school representatives and one qualified private school representative. The Board of Directors meets annually with the responsibility of establishing the Association’s By-Laws and regulations.
